National High-Tech Enterprise

The Zhejiang Provincial Department of Economy and Information Technology, together with the Zhejiang Provincial Department of Finance and the Taxation Bureau of Zhejiang Province, jointly organizes and implements the recognition and management of High-Tech Enterprises in Zhejiang Province. The recognition of National High-Tech Enterprises (abbreviated as “HTE”) is jointly guided and managed by the Ministry of Science and Technology, the Ministry of Finance, and the State Taxation Administration. According to the “Administrative Measures for the Recognition of High-Tech Enterprises” (Guo Ke Fa Huo [2016] No. 32) and the “Guidelines for the Management of High-Tech Enterprise Recognition” (Guo Ke Fa Huo [2016] No. 195), local recognition bodies are composed of provincial-level science and technology, finance, and taxation departments. In December 2024, State Council Order No. 797 amended the relevant provisions of the “Regulations on the Implementation of the Enterprise Income Tax Law,” changing “science and technology” to “industry and information technology, and science and technology,” with HTE recognition work now jointly guided by the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance, and the State Taxation Administration.

A National High-Tech Enterprise refers to a resident enterprise that continuously conducts research and development and technological achievement transformation within the “Key High-Tech Fields Supported by the State,” forms core independent intellectual property rights of the enterprise, and carries out business activities based on this foundation. Eight conditions must be simultaneously met for HTE recognition: registered and established for over one year; possessing ownership of core independent intellectual property rights; core technologies falling within the “Key High-Tech Fields Supported by the State” (covering eight major fields including electronic information, biology and new medicine, new materials, and advanced manufacturing and automation); S&T personnel accounting for no less than 10% of total employees; R&D expenses as a proportion of sales revenue in the past three fiscal years being no less than 5%, 4%, or 3% depending on enterprise scale (with domestic R&D expenses accounting for no less than 60%); revenue from high-tech products (services) accounting for no less than 60% of total revenue in the past year; innovation capability evaluation scoring 70 points or above (out of 100); and no major safety or quality accidents or serious environmental violations in the year prior to application for recognition.

The recognition procedure includes: enterprise self-application (through the “Enterprise Cultivation” scenario on the Zhejiang Government Service Network, entering the “High-Tech Enterprise Business Portal”), formal review by county (city, district) competent authorities, expert review organized by the provincial recognition body, comprehensive review followed by submission to the national level for filing, and public announcement for 10 working days, after which the certificate is issued and announced if no objections arise. HTE qualification is valid for 3 years and must be re-recognized upon expiration. Relying on over 20 years of technical accumulation in the precision injection mold field, over 100 patent achievements, and sustained high-intensity R&D investment, Zhejiang SINOMOULD Co., Ltd. passed the joint review of the Zhejiang Provincial Department of Economy and Information Technology, Zhejiang Provincial Department of Finance, and the Taxation Bureau of Zhejiang Province, and was recognized as a National High-Tech Enterprise. This is the highest-level authoritative recognition from national S&T authorities of SINOMOULD’s core technology independent R&D capability, technological achievement transformation level, and innovation management system.
